The wings

With blue yarn, do this pattern twice to make two wings.

Round 1: 4 sc in magic loop (4)
Round 2:
inc x 4 (8)
Round 3:
8 sc (8)

Before fastening off, you'll do a few more stitches to seal the wings off. But first, do a quick check that your wing is vaguely wing-shaped:

Once they're sealed off, they're ready to sew on: 

Hooray, you dun it! 

And there ya have it, your very own woobly penguin!
